SUMMARY:Provide technical evaluation support to the Department of Energy Nuclear Smuggling Detection and Deterrence Program.

RESPONSIBILITIES:

• Technical Evaluatoro Provide technical evaluations of contractor technical and cost proposals for the design, construction and installation of radiation detection systems at international sites, domestic construction of test, training and maintenance facilities, engineering and support services, the installation of communication software and hardware, and related products and services. The technical evaluations will assist the Government in conducting a cost analysis of a contractor's proposal to include a review of all technical elements, including the proposed approach, staffing levels, types and quantities of materials and equipment, logistics support, and travelo Coordinate with existing Government personnel to ensure consistency of approach to all technical evaluations.o Develop independent technical and cost estimates for program activities including design, construction, and installation of NSDD radiation detection systems and communications systems at international and domestic locations, equipment purchases, engineering, training and maintenance, and other products and services.o Provide SME services in the area of information technology. SME support will include advisory support and recommendations to Federal Country Managers and Program Management, technical review of contractor deliverables including designs, drawings, engineering solutions, software, hardware and network solutions. SME support will also include provision of advisory services and recommendations to the COR in the review of draft requirements documents, technical evaluation criteria, performance and cost analysis, and other contract management needs.o Develop, maintain and integrate new database systems as assigned by the COR.

• Project Management and Coordination Serviceso The contractor shall provide project management and coordination services to projects as assigned by the COR to include:&61607; Requirements definition&61607; Creation, revision, and tracking of project technical requirements&61607; Creation, revision and tracking of other project documents&61607; Analysis and tracking of contract baselines including scope, cost and schedule&61607; Coordination and tracking of project issues and changes&61607; Tracking documentation of project performance information&61607; Maintenance of the contract file of requirements, deliverables, and other contract documentation&61607; Maintenance of the project information in the Contract Actions Requirements and Deliverables Database (CARD)&61607; Analysis and reporting of project data&61607; Provision of other support as requested by the COR&61607; Participate in the weekly country calls and provide the necessary support to the country manager and project team.

MINIMUM REQUIREMENTS:

• Bachelor's Degree in Information Systems, Engineering, Business, or related discipline plus three to five years related job experience.• Construction Management or IT Management experience preferred.

• Knowledge in technical and cost evaluations of large government proposals.

• Knowledge of government (preferably DOE) contracting practices.

• Knowledge of MS Access, design & maintenance. (Ability to develop functionality and administer an MS Access Database)

• Knowledge in communication and LAN/WAN systems. (Basic Network infrastructure and design)

• Ability to work independently with minimal oversight.

• Successfully pass a background check. Ability to obtain and maintain DOE Level Q Clearance. Active clearance preferred.

• Extensive knowledge in Microsoft Office Suites and project applicable software applications.

• Strong research and analytical skills.

• Ability to work in a fast-paced work environment and able to adapt to competing demands.

• Strong multi-tasking and time management attributes.

• Position may require travel to domestic and international locations. Travel less than 10%.

LOCATION: Department of Energy, Washington D.C.

Position may require some travel to national and international locations. Must be able to successfully pass a background check and obtain DOE-Level Q Clearance.
